WELCOME TO ESTATE MANAGEMENT DEPARTMENT.

 

The National Diploma (ND) programme in Estate Management was started in the 1982/83 academic session in the then Department of Architecture/Estate Management, under the headship of Arc. Desalu A. A. O. of blessed memory. It was not until the 1986/87 session that Estate Management became an autonomous department in the School of Environmental Studies. The department was headed briefly by Alhaji Muri Adi, a seasoned academician in 1987, shortly after the department became autonomous.

 

The next two heads of the department of Estate Management, namely Late Mr. Olaleye Iyiola and Femi Okun (Mr.) tried their best to improve the quality of products from the department, and this, led to the commencement of the Higher National Diploma (HND) programme in 1986/87 session.

 

Under the dynamic leadership of Ukabam, Titilayo Adetoun (Mrs.), the department witnessed tremendous improvement in quality and number of student enrolment as well as staff development. During this period of her leadership, the department of Estate Management became the first department in the College to organize an annual staff/students seminar, the first department to abandon the conventional chalkboard for the contemporary magnetic whiteboard, as well as the unprecedented increase in staff development and welfare. Other achievement includes the drastic reduction in student’s examination misconduct cases, which was hitherto very rampant in the department.

 

The next Head of Department (HOD) Oyebanji, Akanbi Olusayo (Mr.) took after Ukabam T. A., who was the immediate past Dean of the School of Environmental Studies.

 

The present Head of Department Okoh, Victor Philip Okorie (Mr.) is working hard to position the department as that to be reckoned with as the best department in the College. With a modest staff of five Lecturers at inception the staff strength is now eleven with everyone possessing a minimum of Master Degree in Estate Management and environmental related courses. Some of the lecturers are equally pursuing Doctoral Degrees in Nigerian and Overseas Universities.

 

In addition, all the academic staff members are professionally qualified, and dully registered with Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON) and eligible to practice the profession nationwide.

They are also participating actively in the Nigerian Institution of Estate Surveyors and Valuers (NIESV) matters.

 

Presently, the student population in the department is about three hundred and forty (340). The department now runs full time ND and HND programmes, as well as ND Part-Time programme. The Department has been recognized by the Estate Surveyors and  Valuer’s Registration Board of Nigeria (ESVARBON) to run Post Graduate Diploma programme in Estate Management, with full accreditation that exempt holders from the NIESV’s professional qualifying examinations. (PQE III).

 

Head of Department’s Profile

Victor Philip Okorie Okoh, the Head of Department, attended the Auchi Polytechnic, now Federal Polytechnic, Auchi where he obtained a distinction grade in Higher National Diploma (HND) in Estate Management. He won two awards of the Rector’s certificate of Excellence as the best student in National Diploma (ND) and Higher National Diploma (HND) in the Department of Estate Management for the 1979/1980 and 1981/1982 sessions respectively. He obtained the Master of Business Administration (MBA) from the University of Lagos in 1989 and the Master of Science (M.Sc.) degree in Transport Studies from the Olabisi Onabanjo University, formerly Ogun State University, Ago-Iwoye, Nigeria in 2001.

 

The Head of Department who is a Chief Lecturer is the longest serving Lecturer in the department of Estate Management having joined the services of the Yaba College of Technology in 1984. He has many journal publications and conference papers to his credit.

 

Okoh is an associate member of The Nigerian Institution of Estate Surveyors and Valuers (NIESV) and registered for professional practice by the Estate Surveyor and Valuers Registration Board of Nigeria (ESVARBON). He is a member of the Education Committee and Board of Examiners of NIESV. Before joining the service of Yaba College of Technology, he practiced in the firm of Oluola Agbaoye and Co. Lagos and thereafter, had a consultancy training with the firm of Muri Adi Associates for five (5) years after election by the Institution.

PHILOSOPHY

The Philosophy of the Estate Management programme is to inculcate the various competencies in the profession in our students as well as information technology, improved techniques of development, the mathematics, and the economics in order to maximize the benefits of ownership and management of landed properties, to both users and investors. It is the aim of the programme to enable every graduate optimize the use of land resources among competing claims, having regard to public good, fair share by current and potential owners of interest in land, and to facilitate economic development.

ACADEMIC PROGRAMME IN ESTATE MANAGEMENT DEPARTMENT

 

NATIONAL DIPLOMA

Land impinges upon almost every facets of contemporary society. With the awareness, dire need for land conservation and good husbandry cannot be over-emphasized.

 

The programme is aimed at producing sub-professional who will be capable of handling and performing to an acceptable standard certain range of Estate development and management functions and solving problems in their various fields of employment with some supervision.

 

GENERAL OBJECTIVES

At the end of the programme, the diplomats should be able to exhibit adequate knowledge, skills and technical know-how in the use, development and management of land on the following:

 

  1. Inspect, survey and report on land and building for development and management purposes.
  2. Examine, produce and interpret building plans;
  3. Undertake the preparation, keeping and updating of land records;

 

ADMISSION REQUIREMENT

Candidates who desire to be admitted into the ND programme in Estate Management should possess:

 

Five (5) GCE ‘O’ levels or WASC or SSSC or NECO with credit passes in relevant subjects to the programme i.e. Mathematics, English Language, Economics, and Chemistry or Physics as four (4) compulsory subjects including any other subject from Geography, Biology, Technical Drawing, Art, Woodwork, Literature in English, Metalwork, Accounting, Basic Surveying etc.

 

In addition to the above, every candidate for the HND programme is expected to hold ND certificate from Yaba College of Technology or any recognized Polytechnic.

 

OBJECTIVES

  1. Provide students with a systematic body of knowledge of basic technology, legal, economic, and environmental factors influencing and controlling the use and management of land resources.
  2. Prepare students theoretically and practically for a professional career.
  3. Train students to be fully aware of the scientific, socio-economic and human perspectives of the consequences of vital estate management decisions at various levels. Graduates will act as catalysts in both the rural and urban development processes, particularly in assisting government at all levels to build up their capacity for achieving sustainable development.

 CAREER OPPORTUNITIES

A variety of lucrative career opportunities exist for every graduate of Estate Management from the Department. Their services are often required by governments at various levels – Federal, State and Local and their Parastatals, Private Corporations, Financial Institutions, Oil companies, Universities and Polytechnics, Research Organizations, Private Firms of Estate Surveyors and Valuers etc. Career initiatives for self-employed practitioners exist as well as partnerships.

 

EVALUATION OF THE STUDENTS FOR THE AWARD

Conditions for the award of diploma should be based on the following:

 

  1.  Satisfactory performance evaluation of all prescribed coursework which may include      class work, tests, quizzes, workshop practice, laboratory work;
  2.  Supervised Industrial Work Experience for four months (ND only);
  3.  Satisfactory completion of final year project work.

 

Normally, continuous assessment contributions 30%, while semester examinations are weighed 70% to make a total of 100%.

 

FINAL YEAR PROJECT

Final year students of ND and HND levels of the programme are expected to carry out a project work which could be on individual basis or group work. The project should as much as possible be something that can be put to use or marketable. Project reports should be well presented and properly supervised. The departments should make their own arrangement of schedules for project work.

 

HIGHER NATIONAL DIPLOMA PROGRAMME

 

INTRODUCTION

Land use studies are concerned with the complex interwoven pattern for the relationship between man and land. The programme is aimed at providing adequate understanding and skills for the management of the whole physical environment, including the economic, the financial, the constructional, legal, social and political aspects as well as examining the techniques both quantitative and qualitative tools used in them in the practice of Estate Management.

 

GENERAL OBJECTIVES:

At the end of the HND Programme in Estate Management the diplomats should be able to:

  1. Take measurement of land and building
  2. Carry out market surveys and other enquiries on properties
  3. Collect, compile and compute data for valuation purposes
  4. Survey, inspect and report on locational and structural conditions of properties for management, maintenance, repairs and valuation purposes.
  5. Inspect state lands and make regular reports
  6. Manage properties for landlord in relation to selection of tenant, service and notices to quit premises, renewal of lease and maintenance of buildings etc.
  7. Examine building plans
  8. Assist in the implementation of policies regarding allocation and administration of land resources.
  9. Assist in the processing of application for right of occupancy and subsequent transactions.
  10. Assist with the registration of title documents i.e. C of O, Deeds of mortgage, Deeds of Assignment and Subleases.
  11. Assist with public government notices to compulsorily acquire rights of occupancy.
  12. Carry out routine control, supervision and occupation of government land and collection of rent and license fees.
  13. Assist in keeping Estate Accounts for client.

 

HIGHER NATIONAL DIPLOMA (HND) PROGRAMME

The general entry requirements for the HND Programme include:

 

  1. All the requirements for admission into the ND programme as stated above;
  2. A minimum of lower credit pass (CGPA 2.50 and above) in the cognate ND examination in Estate Management and
  3. A minimum of one year cognate work experience

 

In exceptional cases, ND diplomats with a pass (CGPA of 2.00-2.49) in the ND examination that had two or more years cognate experience in the specific field may be considered for admission into the HND programme.

 

Professional Courses are courses which give the student the theory and practical skills he needs to practice his field of calling at the technician/technologist level. These may account for between 60–70% of the contact hours depending on programme.

Supervised Industrial Work Experience Scheme (SIWES) shall be taken during the long vocation following the end of the second semester of the first year. See details of SIWES at paragraph 8.0.

 

ACCREDITATION

Both the National Diploma (ND) and Higher National Diploma (HND) programmes in Estate Management are fully accredited by the National Board for Technical Education (NBTE) and the Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON).
